Is the new user a limited user? If so, try making them and admin and
see if you can start OE. If so, then it's a permissions issue with the
operating system.
Another possibility is your anti-virus. If' it's set to scan e-mail
then it might be having problems with the new user.

I am trying to add a new use to my computer login. I was successful
in adding that through control panel. When I switch to the new user,
everything works except for Outlook Express 6. When I try to open the
Express, it locks up and I have to use ctrl/alt/del to get out. I
cannot get to the point of adding a new email user account.
Everything else is working. Outlook Express works on my account.
