The procedure is unique to each user id. If some of the OE data files
or registry entries are corrupted, that will stop OE from opening.
It's not usually the shared program files that are the problem.

The new user is added as an administrator. I can access the
internet logged in as the new user, but not the Outlook Express.

Is the new user a limited user? If so, try making them and admin
and see if you can start OE. If so, then it's a permissions issue
with the operating system.
Another possibility is your anti-virus. If' it's set to scan
e-mail then it might be having problems with the new user.

I am trying to add a new use to my computer login. I was
successful in adding that through control panel. When I switch to
the new user, everything works except for Outlook Express 6. When
I try to open the Express, it locks up and I have to use
ctrl/alt/del to get out. I cannot get to the point of adding a
new email user account. Everything else is working. Outlook
