To whom are you replying?
What DLL files are missing?
Did you disable email scanning?
Is your Norton AntiVirus subscription current?
Does the behavior persist in a new identity?

Presumably I will need to reinstall or repair outlook. Is there any snags

My OS is Windows XP. I am also using Norton Virus protection which is

'smtp.ntlworld.com', Protocol: SMTP, Server Response: '421
aamtaout02-winn.ispmail.ntl.com connection refused from [86.27.210.20]',
