Default Moving to a new timezone

I'm running into what appears to be a fairly classic Outlook problem,
but not having any luck with the classic solutions.

I recently moved to a new timezone (from MST to PST) and would like my
all-day appointments to appear on a single day rather then spanning two.

The two fixes I can find online are to use the Microsoft Calendar Change
Time Zone tool, or to export and import.

I installed the latest Microsoft Calendar Change Time Zone tool from
Microsoft's site, but it only finds three appointments that need to be
updated, and I can't find any further instructions or information.

ScanPST reports no errors (which is actually a first for me, ever)

The export/import method was my next hope, but unfortunately I have a
lot of recurring appointments so this results in a significant loss of
data.

Does anyone have any suggestions as to what I'm doing wrong above,
and/or another method?

Windows Vista Business x64 SP1, Outlook 2007 SP1.
