Is this with an exchange acct?
Try restarting outlook with the /cleanrules switch and start over.

In the new installation of Outlook 2003 I right-clicked on a dozen or so
messages in the Inbox and used the 'Create rule' option to create rules.

delete, clogging up the Rules & Alerts window. Is there a solution?
