I checked with my corporate IT and the said that for lower employees like me
they will not do a recovery.

The curiuos thing is that the contacts I deleted are not showing up in my
deleted folder. Why is that?

OWA is an Exchange application that has nothing to do with Outlook. Your
question should be directed to your Exchange administrator. It is almost
certain that the data in your Exchange mailbox is backed up.
