Only for HTTP. If you are refering to POP, SMTP and IMAP then you will need
to configure the proxy to point to these TCP servers and Outlook to point to
the proxy server.

It will use the settings in IE. You can choose a connection method in
tools, email accounts, if you have multiple connection methods.
