My idea is to create a new calendar and share that one. then periodically
copy all non-private appts to that calendar.
Ideally, though, I'd like to change all the private appts so that there is
no way anyone could get past the Private setting, but have blank appts in so
that people can see I'm not available.

You've already done a good analysis of what your options are. There are no others. Pick the one that works best for you.

I have to share my outlook calendar (Office 2007) with fellow employees, but
I don't want them to see my personal appointments. If I mark my appointments
as private, my fellow employees still can see the appointment as" Private
Appointment". I want that they won't be able even to see these labels
"Private Appointment". Is there a way to hide them completely?
Creating a new calendar and moving private appointments to it is not a good
solution.
