displayed - he just have an x...and he's allowing images to be

Actually the GIF ought to at least displayed as a normal image (without
animation). See if purging the "Outlook Secure Temp Folder" does help.
To purge that folder I would suggest using [1].

BTW: To display the animated GIF within Outlook you might use following
workaround:

1. Open the message by doubleclick
2. Go to "Other actions" and choose "View in Browser"

Now the image will be displayed with your standard browser and not with
Word anymore (or the stub of Word called wwlib.dll, that is used if Word
isn't installed)

Because I am using a german version of Outlook, I don't know the correct
names of the options mentioned above; but I think you'll find them
anyway ;-) ).
