Default Outlook 2000 Will Not Send

Your post doesn't add up. Outlook Express cannot make Exchange account
connections so you either are not using an Exchange account connection in
Outlook as well or you are using an alternative protocol like POP3 or IMAP.

Is the Exchange server itself configured to route the messages to the
Internet or not?
Did you install Outlook 2000 in Workgroup/Corporate mode or in Internet Mail
Only mode?

You're probably aware of this already, but things are very outdated in your
scenario.
