Do you have an older version of Office (versions 95 through 2003)?
Installing the proofing tools from one of those (you can leave Office
2007 installed) should restore the English spell checking in OE.
Installing Office 2007 uninstalled the older spell checker which is what
has confused OE.
As for the error you are getting with alternate spell checker, you might
be missing a DLL file or have some registry configuration errors.
