Default can you click on a hyperlink without opening outlook

If I understand you correctly, you want to have a link activated when
the e-mail arrives without ever viewing the message yourself.

Presumably you leave leave OE running 24 hours with it send to check for
new messages every few minutes.

I can't see any practical way to do that without your writing some
custom program to process the message.
