All was working well until I switched to AT&T
U-Verse (my mistake).

The change to their new POP3 mail servers has
caused the following condition:

Junk mail is received and displayed in the "junk
e-mail" folder.

So if there was a "change", what was the behavior BEFORE for received
junk mails?

POP has no concept of folders. It only understands the concept of a
single mailbox (with no folders). The server-side Inbox folder you see
in the webmail interface is the mailbox that a POP e-mail client can
see. So POP has nothing to do with the Junk folder in your e-mail
account. It will retrieve no items from there. That folder (and all
others than the Inbox) do not exist as far as the POP client is
concerned. There are no commands in POP to select folders because POP
doesn't handle folders.

So something ELSE is putting e-mails into the Junk folder in Outlook.
That could be Outlook's junk filtering, blocked senders list, or some
anti-spam software that you installed.

Regular email does not appear at all, yet it can
be found received on the web mail browser.

Did you check the view used for your Inbox folder in Outlook?

Their tech support seems to be at a loss and
started finger pointing.

Did you create a new e-mail account in Outlook to match up with your new
account at AT&T? Or did you edit an old and existing account in Outlook
to make it use different mail hosts and login credentials?

Did you define a POP or IMAP account in Outlook? If IMAP, does AT&T
support IMAP?
