You can have up to 4096 *entries* in message rules and Blocked Senders
combined. I don't believe there is a limit on the number of rules per se.

The rule may not be working either by how it was designed, or its location.

In general:

Have all rules that divert mail to folders first.

Delete it from server next.

All others last.

Make sure that every rule also has Stop processing more rules checked,
unless that option is grayed out.
