Default Upgraded to XP and DSL and can no longer access OE

Probably a couple of things. Your dial-up pop up is likely due to not
configuring Internet Properties for an "always on" connection. You can get
to Internet Properties either through the Tools menu of MS Internet
Explorer, or the "Network and Internet Connections" icon in the Control
Panel. You need to check the "Connections" tab; make sure you have selected,
"Never dial a connection". You may also want to check the "Connections" tab
in the MS Outlook Express "Tools | Options" menu; make sure that neither the
"Ask before switching dial-up connections" box, nor the "Hang up after
sending and receiving" box are checked. Because of the difference in the
nature of the way you are connecting, now, those old "dial-up" settings need
to be changed.
