Default Use Ribbon and not button bar in Outlook 2007

The main Outlook window doesn't have a Ribbon. There is a window when you
open or create new items (like for instance when creating a new email or
contact).
It is anticipated that the next version of Outlook will also have the Ribbon
in the main Outlook window.
