Default can't send email vial outlook 2003

I had an idea this moring, winsock. So I got the winsock2 repair utility,
ran it, rebooted, etc. Same problem. Receives fine, but won't send.
???
I set up the same email accounts in outlook express to see what happens
and the same thing happens. Receives, no send.

How is it that I can send via the newsgroup client?
There may be a clue there.
