Picture to large

How do I insert picture to fit in my email without scrolling left to right
&
up and down to see the picture.
If I e mail a picture from my picture folder it ask me if I want to
resize
my picture to make it smaller, I check yes and to all my picture
smaller,
but still don't work.
In 'Sent Items' the picture is still large.
