I'm betting neither of you has guessed correctly. I suspect OP is trying
to create a Distribution List but neglected to connect the Outlook
Address Service to his Contacts Folder, so cannot select his Contacts as
members.

Yes. But. It's more probable that as Outlook uses the name "distribution
list" in File-New-DISTRIBUTION LIST, the OP would probably have
mentioned "Distribution List" rather than Group. He didn't. he used the
word "Group". And as you know, in the L/H pane in Contacts view is a
link that says "make new GROUP". So I assert that my assumption is
probably more correct than yours.
But as you say, we may never know because the OP hasn't responded...
