That was it! I just had to install an ativirus on my test VM and now it
works!

I have figured out how to disable "Programmatic Access Security" from the
group policy, but I do not see that as resolving the popup message. It
still comes up.

I am going to see if there is a corilation with the updates in the
antivirus software and this message.
