Nope. Look at the Header. See the arrow next to the label? You are grouping
by Category. The toggle simply changes between ascending and descending
order among the groups.
You can set a sort order within each group, but you cannot sort the view by
Category.

You are mistaken. Contacts can never be sorted by Category.

So when I click on the "Category" column header in the Contacts by
Category view and it changes the alphabetical order of Categories from A-Z
to Z-A that's NOT sorting?
