There is no ribbon in Outlook 2003, only 2007.
Try it with a standard task form, it's the same thing.
You can only assign a task that was opened in your default Tasks folder.
Publish the form to Organizational Forms or Personal Forms and open it in
Tasks and the same form will work as expected (never publish in more than
one library though).
