Did you try resetting web settings in IE?

Whenever I click a weblink (launch) from within outlook mail message AND
IE explorer is not already open, I get 2 windows. Window 1 is the home
page - OK. Windows 2 is the URL of the weblink. This window 2 stays blank
and "in process".

What can I do to fix this?

If IE is already open, the windows 2 functions and opens the URL.
