You can open a new account using yahoo.co.uk domain or any domain except dot com
and get your yahoo emails using OE or Outlook using the following settings:

Incoming Mail Server (POP3): pop.mail.yahoo.co.uk
Use SSL, port: 995

Outgoing Mail Server (SMTP): smtp.mail.yahoo.co.uk
Use SSL, port: 465, use authentication

Account Name/Username:
Email address:
Password: Your Yahoo! Mail password
