Default Red X vs. Embedded image

You didn't say that you checked the source and the pictures are attached.
If the pictures are not attached, then the problem is not in OE.
If you Ctrl + F3, you should have several lines of
JVBERi0xLjYKJeTjz9IKMSAwIG9iagpbL1B.............

pictures appeared.

Can anyone tell me what I can do to change the red x’s to the embedded
pictures?
