Default How to disable "bubble" prompts?

Well, now that you mention it, I thought I am. Thanks. But....

Select Tools, Options, Reads,Show Tool Tips etc.
Uncheck the box before to disable the feature.

It is already unchecked. Hover the cursor over a long message title, one
that does not fit the column, and you should see what I am talking about. I
don't want such "bubbles".

Are you referring to Tool Tips? Select Tools, Options, Reads, Show Tool
Tips etc. Uncheck the box before to disable the feature.

When the cursor hovers over some objects (buttons, truncated message
titles, etc), a bubble appears that shows the purpose of the buttons
or the complete title.

How can I disable those bubble pop-ups?
