OE will not install or run on Vista.
As for Windows 7, Microsoft is hoping users will download and install
Windows Live Mail (and other Live suite programs). Windows Live Mail is
the free mail client that they are pushing for XP and Vista as well.

That may be one of the reasons why Microsoft has decided to remove
