Default ScanPST not fixing errors?

No, wont change anything
Disk checking tools are supplied by your HD manufacturer

Is the PST file in C? If so, move it to another partition and see if that
helps. When you open Outlook it will complain but offer a way to point to
where you moved the PST file.

What HD checking tool are you referring to. Diskdegrag? Yes I have run
that in the past.
