No, the EMC is on the server. If you don't have access to it you'll need
to tellgodaddyto rebuild the offline address book.

you can always check it's indeed a OAB error by loging into OWA and
check your address book, if it's there, then the problem most likely
is in your outlook. In outlook, goto tools send/receive download
address book to start a manual download of your address book.
