You can add the active directory as an ldap address source - this is the
easiest, although it might not work unless you are connected inside the
network.
You can try sharing it with OE - but it will hide all contacts already in
OE's address book. It will also require Outlook to run in a hidden state,
partially loaded in Outlook. Otherwise, save the entries in the GAL as
contacts and export them to OE.
