Yes

Does the behavior persist if OE isn't open at the time?
No, only when it is open, quite often an email will come in with a query,
and if I can find the answer on the web I send a link of that site. In this
situation I would have bothe IE and OE open.

Does the behavior persist if you're browsing in IE 64-bit with OE open or
not open?
No, there doesn't seem to be a problem with that using 64bit. However I
cannot use 64bit for browsing as it doesn't have flash & similar capability
