disable ctrl+enter to send, but the only way I know to have ctrl+s send is
using an addin or remapping the keys.

Are you sure? Normally, Alt+S sends, Ctrl+S saves.

I want to discard this so that ctrl+s saves the email and not send it.

alt+s seems to send too.
ctrl+s sends I am sure. Outlook asked me before if I wish to use this
shortcut to send emails.
