Default utlook 2007 & 2003 encrypted email forwarding HELP

would open the emails using a short cut cntrl+s and this would bring up a

But on that same note other users who have outlook 2003 just open the email
with the blue lock and then they can send it anywhere and it remains NON-
encrypted.


Ctrl-S doesn't seem to do anything for me on Outlook 2003. I'll have to check
my OL 2007 at home.
