Default DST change causes appointments to move forward 1 hour!

I am having the same problem and it is more complicated than some
people seem to think.

Both computers in the following are set to the same time zone.
- - - - - - - - -
PC A: adjust for DST checked
PC B: adjust for DST checked

PC A makes appointment for 5:30 pm reserving Resource C.

When PC A looks at Resource C's calendar it shows the appointment at
6:30 pm
When PC B looks at Resource C's calendar it shows the appointment at
5:30 pm

I then UNCHECK PC A's 'Adjust for DST' and set their clock back an
hour:

PC A: adjust for DST unchecked
PC B: adjust for DST checked

PC A makes appointment for 5:30 pm reserving Resource C.

When PC A looks at Resource C's calendar it shows the appointment at
5:30 pm
When PC B looks at Resource C's calendar it shows the appointment at
5:30 pm

While that works, it is not the way it is supposed to work. PC A
shouldn't have to manually adjust their clock for DST.

And it is not one PC - some PCs have this problem, others don't.
