There is the problem. Unlike other programs, you cannot upgrade an Outlook
installation because your Outlook profile becomes corrupt if you try. It's
ridiculous, I know, but it's true. In the future, remember always to install
Outlook clean.
It should be easy to remedy the problem by simply creating a new Outlook
profile. Before you do, however, make sure you know the location of your
current Outlook data file and then back it up for good measure.
Create a new Outlook profile as described he
http://support.microsoft.com/default...roduct=out2003
A new profile will create a new empty Outlook data file, which of course you
will not want to use. At that point, you will need to open your existing
Outlook data file in Outlook so that you can use it instead, then set it as
your default data file. Then restart Outlook and close the empty PST file
the new profile created. After that you should be able to set your Contacts
Folder as an Email Address Book and have it appear.

I'm not sure how to answer your question. I installed 2007 from the cd
and I
believe that it asked if I wanted to upgrade the 2003 version that I
already
had. When it was finished upgrading I opened outlook and my pst file was
showing with all the emails that I had before I upgraded.

Still need to know how you migrated your data to Outlook 2007. Have you
made
sure you're displaying the correct Contacts Folder and not a new, empty
one
the new profile might have created?
