Yes and yes.
This is what I was trying to accomplish in Outlook but couldn't do it.
You started asking about Outlook 2000 on Vista and you've been cautioned that
that may not work reliably. You can certainly access Live Mail using POP,
which will download messages to your local folders. Configure Outlook to
leave copies of messages on the server and you'll have them in both places.
You won't be able to access the Live Mail calendar or contacts, however.
