How do i disable the add ins and enable them

There is no error message or error in the application event viewer ,when i
restart outlook in safe mode it does not take long time when i press new
message

Outlook behave the same way if you start it in safe mode?

Start Run outlook.exe /safe (note that there is a space between
outlook.exe and /safe)
