Off the top of my head (and I'm not using Outlook 2003 at work), Tools
Options Other Advanced Options Add In Manager. Since I'm not using the
same version of Outlook, the instructions are approximate.
Uncheck them all and click OK to disable them. Restart Outlook in regular
mode. Add one back and test. If Outlook continues to behave, then add
another back.
This assumes that the issues are gone away if you open Outlook in safe mode.
