Is OE the default Mail Client for all User Accounts?

I have tried configure IE Internet Options Programs when do no other
programs are running, notably OE.
If non-administrator Guest is not permitted to make such a change, how can
someone do this for Guest from an user account that does have
administrator
privilege?
