That server, 'services.msn.com', hasn't worked since Windows Live turned
down "WebDAV" on Sept. 1, 2009. Check out these two links:

.... for continued use of MS Outlook Express with a Hotmail account. This
requires setting up POP3 access, and you have to manually configure MSOE.
POP3 is not a synchronizing protocol, so you won't be able to synchronize
MSOE to the Hotmail online folders. If you need to do that use:

The installer will want to install all of the "Essentials" suite; you can
pick only those applications you want. Just Windows Live Mail, if you wish
(though, if you already have Windows Live Messenger installed, it will want
to apply the mandatory update. I don't know how to force the installer to
just give you the WLMail .msi app; but you will need that if you wish to
avoid the mandatory WLMessenger update).
WLMail will allow you to set up Hotmail as an "HTTPMail" account, which will
work as MSOE used to work prior to Sept. 1, 2009.
