Have you enbled your Contacts folder as an Address Book? Right-click
Contacts, choose Properties, click the Outlook Address Book tab.

Names do drop down when I begin to type a name but I cannot find those
stored names to pick and choose who I want to send a messasge to.

Those names are unrelated to your contacts. They are addresses to which
you've send messages in the past. See this:
