Can I change the "all day event" default time period
On a meeting request the "All Day" option displays on the recipient's
calendar as starting at 12:00 a.m. on Monday and Ending at 12:00 a.m. on
Tuesday. This confuses the recipient as they do not know whether the meeting
or event is scheduled for Monday or Tuesday. Is there any way other than
choosing a specific time to tell Outlook that one day is from 12:00 a.m. on
Monday and ends at !1:59 p.m. on Monday.

It would no longer be an all-day event, but you can certainly make an
appointment for that duration.
