outlook 2007: customize toolbar
outtook 2010: customize ribbon
News is available as a command in both. Even on Windows 7.

The News command is there (also in Outlook 2010 on Win7 - need to go into

No such option as Customize-Toolbars-Ribbons here that I can see.....
