Windows 7. Last response answers my question.

The News command only works with Outlook Express or Vista's Mail client.
If you use Win7, Go News will not work with the Live Mail client.

If you use WinXP or Vista, it's in Customize toolbars, under the Go
category. If you previously added it to the menu and it disappeared, to
get the News command back, go back to the Programs tab in Control Panel |
Internet Options and change the default newsreader to Outlook Express. If
OE prompts you to make it your default newsreader the next time you launch
it, click the "Don't ask me again" box and then click the No button.
