Default Import versus POP3

My question is about how an utf-8 encoded message is handled.
In one case, the import from a folder in exchange messages get corrupted.
When using the POP3 an utf-8 encoded messages arrives without any corruption

How do we need to interpret this question? What are you trying to achieve?
Importing is done from a local source and the POP3 protocol makes a
connection to a mail server to download messages from that server.
