Based on the info in the message below, I came up with a work around when
forwarding a message.

1 open the message.
2 click forward.
3 cursor to the bottom of the message.
4 hold down the enter key to add a page worth of empty space there.
5 click on the picture and hold the left mouse button down.
6 drag the picture to the empty space and release the button.
7 cursor up to a line above the blue vertical line.
8 carefully start hitting the delete key.
9 the empty frames will disappear and the picture will bubble up to fill
the space left. Keep an eye on your picture to make sure you don't delete it.
if you do hit the undo button till it returns.
10 put the cursor at the lower right corner of the picture but outside the
picture.
11 hit the delete key till the empty space below the picture is gone.

Sounds involved but becomes intuitive after doing it a couple of times.

The four-headed arrow indicates that you are in a message composition
window which means that you have started a reply or forward of the
message. The cursor means that you can drag the picture elsewhere in
the message. And since your are in the message composition window, you
can delete the picture.
