Never export to or import from a PST.

Create your new PST with FIleNewPersonal Folders File. After it has been
created, create in it the folders you want with FileNewFolder. Then
select all the data in the source folder that you want to copy and either
right-click and drag it to the destination folder or choose EditCopy to
Folder.
