Default bug? altering message store location sabotages Outlook Express

I changed my message store location to "C:\Documents and Settings\All
Users\Application Data\Microsoft\Outlook Express" when logged on to XP Pro as
'administrator'. I then did the same when logged on as "user". Now, OE still
works fine as 'administrator', but if log on as 'user' and try to run OE, the
following messages come up:

"Outlook Express could not be started. The application was unable to open
the Outlook Express message store. Your computer may be out of memory or your
disk is full. Contact Microsoft support for further assistance. (0x800C012E,
5)"

"Outlook Express could not be started because MSOE.DLL could not be
initialized. Outlook Express may not be installed correctly."

I tried deleting and recreating the 'user' log-on account with
'administrator' privileges, and it worked. But, when I changed the privileges
to an ordinary account. OE would not run.
