Outlook can't be started up in Terminal Server

How did you reinstall Office/Outlook? You need to do it from the console,
add/remove programs....make sure you specify that all components are to be
run from the server.
Please clarify the URL for the user group you are referring to?

I don't know how you'd access it from the web interface. Try using a
newsreader like Outlook Express or Forte Agent, etc., instead. Everything's
a lot easier that way...including searching, which is always a good idea to
do before you post, as well as mark messages to be watched, and filter based
on replies to your posts.
The Microsoft public news server is news.microsoft.com and you can subscribe
to as many groups as you like.

If you temporarily grant this user admin rights and run Outlook
once, does it work?
