I'm referring to microsoft discussion groups / outlook contacts. I don't
receive emails even though it clearly says "notify me of replies".

If you are referring to Microsoft's Web interface to their public
newsgroups, stop using it immediately and learn how to use a good
newsreader. This is a public newsgroup. You should use newsgroups as
intended. You will never be notified of replies in newsgroups, even if
Microsoft pretends they can do it.
